Key takeaways
- Verify the authority first: CDA, RDA or a private society — the process and the risk differ completely.
- Documents, dimensions and dues are the three checks that prevent almost every dispute.
- Total cost is the asking price plus transfer, taxes and outstanding dues, computed on the FBR valuation table.
- Six red flags should end the negotiation immediately, regardless of the discount offered.
Verification in Islamabad is not one step. It is three separate confirmations — the title, the physical asset, and the money — and they must be done in that order. Buyers who inspect before verifying title routinely fall in love with a plot they should never have visited.
1. Establish the authority
- CDA sectors (I-8, I-12, I-15, I-16, F and E series): federal title, centrally maintained records, utilities come with the territory.
- RDA / Rawalpindi jurisdiction: separate approvals; confirm layout approval and NOC status.
- Private societies: verify the NOC, the approving authority and the development stage — never rely on brochure language.
2. Verify the paper
- Fard / allotment or transfer letter in the seller's exact name, matched to CNIC.
- Complete transfer chain from original allottee to current owner — every link, no gaps.
- No-demand certificate and confirmation that development and utility dues are cleared.
- Written confirmation that the property is free of litigation, mortgage or attachment.
- For inherited property, the succession certificate and consent of all legal heirs.
3. Verify the ground
- Measure the plot against the drawing — confirm 25x50, 30x60 or 50x90 physically.
- Confirm level relative to the road and estimate filling or retaining cost before negotiating.
- Confirm corner, front, park-facing or extra-land claims; each carries a real, quantifiable premium.
- Check access road width, encroachment, and whether possession has actually been handed over.
4. Compute the true cost
Add transfer fee, applicable withholding and gain taxes, stamp duty, agent commission and any outstanding dues to the asking price. Taxes are computed on the FBR valuation table, which is revised periodically — a revision can change your total outlay without the seller moving the price by a rupee.
Six red flags that end the conversation
- Seller cannot produce original documents, only photocopies or 'files with the office'.
- Pressure to pay a large token before verification is complete.
- Name on the Fard does not match the person negotiating, with no valid power of attorney.
- Physical dimensions do not match the paperwork.
- Price materially below sector comparables with no explanation the seller will put in writing.
- Any request to route payment outside banking channels or to a third party's account.
A discount is never compensation for a documentation gap. Verify first, negotiate second, pay last.
Every property Zulfiqar Enterprises transacts goes through 100% documentation verification before we present it. If a file cannot survive that process, we do not list it.
